First question.... whether you can hook up two sets of speakers to the FR and FL speaker output. The answer is no. Unless, what you really mean, is can you run two sets of wires from the FL/FR binding posts to a single set of speakers which have dual binding posts (which would be called shotgun bi-wiring), the answer would be yes. But that is pretty pointless, but a whole different can of worms.

As to this statement.... "i HAVE A 6.1 RECIEVER WITHOUT 5CH OR 7CH".... I have no idea what the heck you are trying to say.

You can if the speakers are 8 ohm speakers and the receiver can handle a 4 ohm load. Most receivers are not rated for 4 ohms, but many can still handle it. It sorta depends upon how low the speakers' impedance drops. Many people use 4 ohm speakers successfully with receivers that are not rated for it. You can also wire the second set of speakers off of the first set's binding posts, as well, with the same caveat. Either connection method is a parallel connection and would present the same load to the receiver.

He's probably saying that his receiver has no provisions for assigning the 2 rear amps to bi-amp duty as he doesn't have 2 rear surround amps. If he did, and his receiver had that feature, he could assign those amps to bi-amp duty but instead of using them to bi-amp, connect them to another pair of speakers, in which case they would receive the same info as the front speakers.

I have a 5.1 reciever (Sony STR-DE475) in the garage running a pair of speakers for the garage. This reciever does not have a 5ch input. I just wanted to know if I could hook up 2 speakers each on the front l&R so I can put a couple speakers out by the pool. I really did not want to buy a new reciever.
Thanks for the help

And the answer is "maybe". It depends upon the impedance rating of the speakers, how low their impedance actually drops duing use, and the capability of the receiver to operate at that impedance.

If you do what you describe, btw, you will not be able to utilize either pair of speakers individually. So, the pool speakers will always be on if your garage speakers are on, and vice versa. Of course, you could disconnect the appropriate pair if you didn't want them on. If running both pairs simultaneously is never necessary or desired, you could use a speaker witch which would allow you to connect both pairs of speakers and switch between them.

Also, are you certain your receiver doesn't have provisions for a "B" set of speakers?
