TV Tuner Cards Qaulity.

I have a internal ATI Tv wonder pro for a couple of years now. I took it out of my computer because I got rid of my cable service. Just recently I decided I might get cable again. But I remember the stuff that I recorded with the card wasn't very good quality...pretty grainy with noise. At the time the cable service wasn't digital ether. Has the quality improved then to the point where it would be the same quality as if I was recording with a VCR? And if so, am I going need to buy a new that does digital cable?

with a digital tuner (ATSC or QAM), picture quality should be the same as the source, because it is just raw MPEG2 dumped to the hard drive.

Analog tuners have some variability, but none really look great.
