Under "Using A Coupon":
17.If a coupon expires before it is used, can a consumer re-apply?
If a consumer requests only one coupon and it expires before it is used, then they can apply for a second coupon. Once two coupons have been issued to that household, the consumer will no longer be eligible to request any more coupons. Coupons expire 90 days after they are mailed.
Although it seems to conflict with this:

Coupons expire 90 days from the date they are mailed. The expiration date is printed on the coupon. We are not able to extend the expiration date or issue coupon replacements under any circumstances.
But that above statement
doesn't say you can't reapply, it merely says you just
can't extend the expiration date. You shouldn't be arrested for fraud if you destroy your original.
