I would get a pad, regardless which sub you decide to go with. Other than that, bigger sub, better movie-watching experience, but if you're worried about neighbors, it's sort of pointless to get any kind of sub to begin with...

Honestly, a smaller sub will annoy your neighbors just as much as a bigger one. It's just a matter of how thick the walls are. But if you calibrate the sub properly, it is going to cause some rumble when the soundtrack calls for it, regardless if it's Dayton, BIC, or PA. And if you turn it down (read: not calibrate it as it should be), then you're missing the entire experience, which then begs the question: why even bother getting a sub in the first place?
For around $200 though, I think the F12 would be my choice. I've seen people here getting them for around $170, so that leaves you almost enough for a pad. I went with PA personally, but only because of the piano gloss finish. From a performance standpoint, they're probably very close.
