Just to add to what Chuck44 said, in many markets a "false" DST shift occurs one month before the true DST shift. The false shift lasts one day then auto-corrects. Many of us were just discussing this, as one happened last Sunday.
It's due to a bug in commonly-used station equipment, not the DTVPal itself - but it can trigger the Pal's well-known DST bugs. Unfortunately, there seems to be nothing you can do about it, except complaining to the stations (and the FCC) and checking for and deleting any corrupted recording timers when it happens.
A clock drift of ~8 secs/day is normal if your Pal isn't synchronized to the average of your stations' times. As Chuck44 mentioned, doing two back-to-back soft reboots (i.e., hold down the power button on the Pal or the remote until the Pal restarts) will synchronize its clock to your TV stations. For most, that's close enough, but there are a few exceptions around the country. If you're one of the unlucky ones, you'll just have to set your clock manually and reset it once a week or so to compensate for any drift.
