DTV Converter/Antenna Issue

A friend of mine is in an apartment building in New York (Queens) with her TV connected to an aerial antenna on the roof that the whole building has access to. To get a jump on the DTV transition, I got her converter box up and running. Unfortunately only one channel comes in with the digital signal. I live in Brooklyn and we definitely get the whole spectrum of networks in digital with our new converter box; therefore I tend to assume that digital broadcasts are going out to all of NYC at this point. Is it possible that somehow the aerial antenna is interfering with or blocking the digital signal somehow? An easy way to troubleshoot would be to try a separate antenna with the TV/box. But I don't have one readily at hand. Any suggestions?
