yes, and no.
standard edition msrp = $60
super awesome edition msrp = $80
you could argue that you're paying $10 for the maps, and $10 for the collectors edition, but if the collectors edition doesn't interest you, you're effectively paying $20 for the maps... and assuming they'll be 800 pts, double the price of what they'll be on the marketplace.

when the odst maps are out, all the previous ones will be free anyway, assuming they follow the same model they've been following since release.
buying ODST does get you all maps, but up until that point all maps are already free, except for the mythic pack (legendary currently isnt free, but should be @ mythic release)
