I vote for the H5.S with power button on front.
The default IR kit has wire to the switch on the motherboard.
You should be able to power on/off the system using remote unless
A)Power switch on MB is bad
B) IR kit is bad.
I would say it is reliable since it OS independent and doesn't use USB.

135W is not enough for a power hungry video card or overclock.
For typical HTPC platform, such as 9300IGP+E8500+"green" HDD or future Clarkdale platform, it is enough.
I am currently running 135W with E8500+ MSI N9400GT fanless card+2 SATA HDD.
FSP also provides a 150W fanless AC-DC brick
