Graphics card recommendation

I'm planning to buy a new graphics card.

Don't wanna spend more than 90 dollars.

I will put it on a normal pc, ATX tower.

My main concern is about the 0-255 and 16-235 settings, and the options the drivers offer. I just want to know if I should get an ATI or a NVIDIA card.

I will just use it to watch videos, never for gaming.

For what you are doing with it the HIS 4670 should be fine has hdmi and dvi. I have 3 of the older verisons in 3 other builds works fine, just wish I got this one.

If you can, wait for the Nvidia Geforce GT 220 retail version that supports full bitstream decoding for H.264, VC-1 & MPEG2 as well as 8 channel LPCM support.
