I would venture to guess that there was no malfunction involved. Planned and rehearsed - where to stand, where the cameraman was, how fast to spin to get the skirt to rise, etc. Another in the long list of wannabes craving for attention, not that I am complaining, though!
She's been nominated for Best Actress in a few international venues. I'd say she's not a wannabe..... It does look staged though, and that's just fine by me!

I agree. You can see that her right hand is holding the dress up. It also looks like in one shot she is wearing pantyhose, and the other she's not.
The report that picture came from talked about it being very windy, and looking at those pics I believe it. When women spin, dresses/skirts are more uniform, but here the rear flips way up, similar to the old Marilyn Monroe pose. I don’t think her hand had any affect on it. Take a look at the dress being pressed against her right leg at the same time the rear is flipping way up. Obviously, I’m in the minority, which is the way I like it.

Different angles; different lighting. Not to say she isn't wearing pantyhose because I believe she is.

Nah, she's full blown Commando whether staged or not.

The part her hand is holding wouldn't affect the part of the dress that is blown up exposing her buns. And no pantyhose.
The reason I say pantyhose is because of the reflective nature in the first shot, as well as the two lines you see down the back of her legs, and it bends at the left knee. They aren’t seams, but I don’t recall seeing natural legs showing what would look like seams. I think it’s the affect of the pantyhose.

At first I thought yes, then I thought, no. The sheen looks like it in the left shot. But the right shot, no so much. We need the front shot.
