With all due respect, both previous answers are not correct or conducive to helping the Poster solve his problem without going to considerable extra expense.
You "CAN" paint the Tarp using Glidden Gripper Primer. It should be sprayed on in 2-3 thin "Duster-like" coats...as such will allow the tarp to be folded (...but one should avoid any sharp creasing of the folds...)
...and, The Glidden Primer is Water Based Latex, as so being has a far lower degree of potential burn ratio than the Tarp itself does.
If the Tarp mentioned is "BIG", then any BOC sized large enough to replace it will cost considerably more than desirable.
