I'm helping a friend build his first HTPC and we're having trouble with an "old" PCTV PCI card I gave him. (It's one that was branded by Pinnacle Systems in a bubble pack, and now I can't tell if Hauppage or Avid picked up the line.) The picture is nice and clear except there's a band of noise along the bottom of the screen. From its nature it would have to be data riding on the signal that the card thinks it's part of the image. The cable provider is Time Warner, btw.
