Short answer is yes. The other post provided was very honest in letting you know that you will need at least an external BD burner/player, and various software. My guess is you will need to play with your files (after using EYE TV to edit them) and convert them. Find the format that Toaster 10 (with the blu ray add in or whatever they call it these days) and create your Blu Ray from the file in question.
I have successfully taken my own DVD converted it to Blu Ray format BD disc and played it back. This was a lil' trial and error at first. I can't qualify all my steps as it has been a long time since. - Point is, you can do it. Just remember that you are dealing most likely with interlaced material 1080i or possibly -720p and NOT 1080p native.- Phrehdd
