You never told us how big of an area he will be using this on and I'm assuming it's more for HT? With a good sub you can easily get away with bookshelf's. $500-$800 will get you a decent pair of speakers.
If your just making "recommendations" will he listen to them? If your just gonna tell him he should buy these and he is taking your word on it, then there are alot more doors you can open.
You can get alot for your $$$ with ID speakers, the ones I would suggest from personal experience that are having good deals would be PSB & Monitor Audio from http://www.saturdayaudio.com/
good luck on your search.
Not sure of his new place as he is relocating and he just got the place. Use will be for HT (PS3-gaming and blu-ray and XBox-gaming)
I assume he is going to just take my word for it since I'll be focusing on the quality ID companies like HSU and SVS
So far I am leaning toward
SVS SCS-01 Front Three package $489 +s/h or HSU HB1 (L/R) and HC1 (center) $470 +s/h
Onkyo TX-SR607 $350 or similiar Yama, Pio, Denon receiver
HSU VTF-3 MK3 $729
When cash flow permits, add the surrounds
I think that that should be pretty killer on a budget
