I noticed that many Disney Pixar DVD's have the THX certification and Optimizer on them but yet I haven't seen THX on the blu rays of those same movies. Do THX certified Blu rays exist?

You haven't seen the logo because the Pixar Blu-rays have better audio and video quality than the THX DVDs.
You haven't seen the logo on Pixar Blu-rays because Pixar elected not to have them THX certified. The absence of a THX logo does not imply the BluRay or DVD has inferior or superior audio/video quality. The presence of the THX logo indicates the Audio/Video met the minimum requirements established by THX. The "minimum requirements" do set a rather high bar to pass.
I'm surprised at how few THX Blurays there are. Why so many less than DVD's?

Marketing design. I'm sure the studios found that there was a negligible increase in sales by including THX certification so no need for the extra licensing fee.
