Yes. I have an older 7.1 receiver (Onkyo HT-R540) that uses optical for my DVD player. Gets Dolby Digital and DTS just fine.

Component can carry 1080 signals, but players made nowadays are restricted to upscaling over HDMI. There were some players that upscaled over component, but they've been out of production for several years now. I don't remember any combos, but if you want to use component on a new player, you'll have to let your TV/display upconvert. It may look fine that way.
