While Raylan is a lot of fun, it's not really in a class with Elmore Leonard's best work. No popular author has been more prolific than Leonard so he has written more terrific books than I can recount here. A couple of examples, which I reread recently, are Swag (1976) and its sequel, Stick (1982). These stories recount the adventures, and misadventures, of Ernest "Stick" Stickley Jr., a smalltime criminal and jail bird but a charming and interesting guy nonetheless. As noted, Leonard has written too many other great books to get into here but you get the idea.
ADDENDUM: Forgot to mention when I was writing the foregoing, Fire In the Hole, in which Raylan Givens and Boyd Crowder first appear. It is a shortstory, which can be found in an anthology of Elmore Leonard's short stories, When the Women Come Out to Dance
