I would get the TiVo. Once you have a DVR you wonder how you ever lived without one. I rarely watch live TV. Even sporting events - I time delay them by 30-45 minutes. By the time I skip thru the commercials, I'm caught up and live to watch the end of the game.
I'm not sure what you mean by 'processing signals', but I can say that the FIOS DVR is horrible (IMO, of course). I HATE the guide and the remote. Of course you are already used to the Verizon guide so you may not like TiVo's.
Verizon charges $3.99 a month for the cable card (required).
I also watch Netflix (and Amazon) all the time. It is not the best interface I've seen, but it does the job.
