What system is really digital

I've been having problems with my Cox Cable with the digital signal dropping out quite bit lately especially on widely viewed programs such as the NCAA Nat Champ game and what not.
I'm seriously considering changing services, that being said what are the pros and cons with the following choices:
Dish Net
Direct TV
ATT Universe

And which are True Digital signals, I'm guessing Dish Net and Direct TV are but what about ATT. I know Cox Cable is not a true digital signal. it's distributed in analog than upconverted to digital at your house, which is NOT digital.

I've spent a great deal of $$$ on my audio video equipment and I'm sick of the crummy signal from Cox Cable. Someone told me they cannot fix the problem cause their Band Width is too full. Don't know if this is true, it's just what I've heard.

BTW I have my phone and internet with Cox

Please help me make a good choice.

From what I've read there are sometimes differences in service quality from one area to another, even with the same service provider.

The over the air HD signal is the best signal available.

As far as "available", Free-To-Air would be considerably better yet for PQ.
