The answers to all of your questions are yes and no...
You do need to worry about power if the hard drives are inside the computer that contains the controller. If you are using an external drive cabinet meant for the number of drives that you will install, it should have a power supply that is capable. If you are putting your drives into the same computer as the controller, make sure that the power supply in that pc is capable of supporting that much power.
You should always have a UPS hooked up to any storage device. It is possible that writes can be interrupted thus causing data corruption possibilities.
If your os dies... well it won't be a problem if your os understands the format of the original volume that was created. If you created your volume in Windows 7 then transferred the 2314 card and associated storage to a Mac OSX machine, you will have issues...
remember the 2314 is a direct attached storage solution, not a NAS or vitualized solution
