Good questions - I'll take a shot at 'em...
That's what makes Kale such a great character. We don't know what the heck is up with him. My guess? He more or less knows what's going on with Spangler, even though he's not involved with the Clover Club. He accepts it, more or less, as "a part of doing business". He was a bad-ass Marine and covert operative, loves his country, and believes in API. And Spangler knows how formidable Kale is, how difficult it would be to silence him and how unpredictable the blowback would be.
Spangler also knows that Kale will probably keep quiet because he understands how important API's work is to the country as a whole. In that vein, Kale knows how good Will is at his job and thinks it's important that Will both sticks with it and stays alive. He also knows the stakes have been greatly raised with the assassination attempt and the bugging of his own apartment. In a way, he's playing both sides of the fence and walking a difficult line.
As to the blackmail angle, I don't think that's a concern. Kale seems to be in a committed relationship so he's not likely to pick up a "honeypot" agent that could compromise him. And if I'm Spangler, I wouldn't want to get him angry by threatening his lover; that could be suicidal. I think we'll see more of this fascinating tiptoe dance they do around each other next season.

As I said above, based on her reaction to seeing Katherine get killed, I think she's in with the Clover Club in some fashion, but she's definitely not an assassin. On the other hand, she really could be a "good guy" sent by Rhumor to keep tabs on Will and knew that if Katherine showed up at her safe-house apartment, that Kat's days were probably numbered. That could be why she concealed herself at the park and beat a hasty retreat when she saw Kat collapse.

It looks like he's their "enforcer", so they may not have the wherewithal to kill him. It looks like they all made some kind of pact when they were young boys to rule the world or something and they've managed to figure out a way to do it. If you compromise the group in any way, you're expected to "do the honorable thing" and kill yourself. There may be an implicit threat that if you don't, your family will have to pay the price instead. That would guarantee fidelity to the cause.
