I don't think Russia has a Sky package available, but even if they do, it shouldn't be a problem. The software on the boxes has a xml configuration file which stores the NDS-CA IDs, you can put anything in there and it will work.
Sky UK has the identifiers 0960, 0961 and 0963, Sky Germany 09C4 (bunch of others for non NDS encryption) and Sky Italia 0919, 093B and so on and so on.
Sky is of course trying to sell their own overpriced and badly performing boxes. And to be honest, I can't blame them to try. I have those boxes sitting on a shelf and use AB IPBoxes myself for my actual viewing.
Not sure what it is about the flowers on the latest 9900 box, looks a little odd in my opinion.
As far as the UPS goes, it shouldn't be a problem if you work with a local installer. Circuits are usually protected by a 16A fuse, providing around 3.6kW. But you shouldn't have a problem going up to 24A or even 32A. I had my HT fuse box connected with three 24A circuits which I split up again to several 16A circuits.
