Meaning the "fine print" its centered top to bottom and I can read the whole thing.

Overscan is usually the culprit when the image is zoomed in partially and content is cut off. With computer monitors it is an easy fix. Most all monitors include basic horizontal and vertical adjustment. However, with televisions it's a lot tricker of a fix. If there is a way to adjust it it's almost always located deep within the service menus.
