You've lost me there, fella. What's the problem?
Stepmback was asking about how to get his Blu-ray rips playing back as 1080p24 so I kind of assumed his display could handle 1080p24. I also kind of assumed that he'd have some content not at 24Hz that he would like to watch without delving into video settings first.
The PCH has seperate resolution and framerate sync settings. If you set resolution at 1080p24 that's what the GUI will be displayed at. If framerate sync is also turned on then the PCH will automatically switch to 1080p60 if you play a 60Hz file and revert to 1080p24 when you press stop.
It also works the other way round and hence it doesn't matter.
You will only see 60Hz files produce a juddering mess with the 1080p24 resolution setting or see 24Hz files produce a 3:2 judder with the 1080p60 resolution setting if framerate sync isn't turned on at all.
