I can't answer your question as to which is better - but I'll wager that the Klipsch is going to sell out in the next hour or so max since it hit front page on slickdeals and is the cheapest price in at least three years -- meanwhile the PL200 will be available all day long, every day for the next year at or around that $300 price.
Why will the Klipsch sell out? Is it clearly better? I don't know because I haven't heard the PL200 (I have heard the Klipsch unit) --- but I will say the BIC F12 is a nice sub for it's cost - so I'd imagine the PL200 is as well. No really why it will sell out is that the Klipsch enjoys name recognition. Which will work in your advantage if the Klipsch doesn't meet your needs and you go to resell it on craigslist. You also get more advanced features on the Klipsch like the room EQ settings it allows for.
I'd probably lean towards the Klipsch myself out of that choice --- or a pair of them if you can swing it and are in this price bracket. MSRP on that Klipsch is $799 and it faired ~ middle of the pack when compared with other $650 - $800 ish subs in that five sub shootout according to sound and vision a few years ago - which included SVS, Outlaw, Velodyne, and HSU ---- stiff competition! It groans at its limits perhaps a bit more loudly than some of the others - - - - but two would help you from hitting those limits.
