I'm not sure if it opened up the apps option, but if i were to guess i would say yes it did. I remember when i went to the "Network" settings in the menu when i was under the D6500/7000 mode there were 3 options available(i don't recall which), when i switched the tv back to the D550 only 2 options were available. Unfortunately, i'm not back in until wednesday evening, but maybe if i get a chance to stop in tomorrow i'll check it out. If not, look forward to a response on wednesday if no one else beats me to it.
Official look: No when service menu updated to D6500/7000, the apps are not available. The 3 options that come available under "Network Options" are: Network Settings, Network Status, and AllShare Settings
I also tried a D6450 model and it offered the same options as the D6500/7000 and one strange thing i noticed while i the mode was changed to the D570/6450/6500/7000 was that the touch panel sensor buttons no longer worked. Not that anyone uses the panel buttons over the remote control, but incase u do, they will not work if you upgrade the model through the service menu. I played around with some other stuff, but nothing else stood out except the amount of test patterns that were available in the service menu. Holy crap, they had a ton to play around with.
