Saiki is located near a historic port also and well south of Tokyo and I doubt they send the panels to the north for shipping with a local port is available but it would be understandable that perhaps there could be delays in with some subcontracted parts and infrastructure damage beyond their control. Geographically neither is near the Tsunami regions and the plant is so automated that it shut itself down when the earthquake occurred. Hopefully it's short term.
