Without knowing what station you're watching or city you're in, it's hard to say for sure, but the ABC stations received by the majority of people in the country are overcompressing the broadcast to make room for additional subchannels. Most of them are running encoders that will dynamically shift bits between the different channels as needed, so if the other programming hits a high motion scene it can rob bits from the primary channel to compensate.
