I don't mind slight changes to balance here and there but nerfing them any further is going to severely impact the game (good or bad is an opinion of course). IMO the FAMAS is way more OP than the USAS with or without frag rounds. Yes it's stupid that the frag rounds have such crazy range, but IMO they are decently hard to use (aiming), kind of buggy in how (and when) they register hits, and just plain aren't that good overall compared to some of the other guns, like the FAMAS. The FAMAS easily beats frag rounds in close range (at least I do regularly with it), and is faster and more accurate to kill with at longer ranges IME. Though I guess it all comes down to how well you can aim (both weapons). One, maybe two quick bursts to the upper body and head at range with the famas is a kill, no trying to estimate drop off, wait for recoil, hope the target doesn't move while you try to hit them multiple times (ie with frag rounds), etc. Quick, clean, simple, effective.
I think it's fun/funny to shoot stuff up with frag rounds on the USAS, and there is no question they are effective, but I never got the feeling from being killed with them, or using them, that they are terribly overpowered. Stupid that the rounds go as far as they do, yes, but not terribly overpowered. Just me I guess.
On another note, if they made the USAS as effective in the game as it is in real life, it would be 10x better than the (arguably OP) way it is now, and no one would use anything else except maybe sniper rifles for super long range effectiveness. By all counts, it is a real beast in real life, but of course that wouldn't translate to a balanced game if that's how they implemented it.
