Toshiba 42HL196: Blinking Blue Power Light.?

I was switching out AV receivers this evening and due to configuration I removed an HDMI cable from the tv. When doing so it gave me a very mild static shock...since that time, tv will not turn on. I've tried pulling plug for 30 seconds so as to re-set - no joy. When re-plugged in its just a continuous blinking blue power light.

Anyone know if this unit has a fuse..?? I'm thinking it must but am unsure of where to look .. no obvious spot on back or sides where one could hide.??

TV is only 4 yrs old, in excellent shape and I have no wish to take it in for a "$100" fuse repair that I can easily do myself..just need to know where it might be and how to access.

The owners manual says nadda about potential fuse location..only to call customer service. I just might do that..but thought I would ask here first seeing as its a Sunday on a long weekend in Alberta.!

The static discharge has most likely damaged control circuit and / or microcontroller chip that is constantly powered on (by stand-by section of the power supply). Control circuit receives the signal from the remote control unit, and sends "its own" signal to microcontroller IC, that in turn sends the signal to power supply module to power up the whole TV. I think you may have to replace AV control board (or a board that contains microcontroller IC).

The static discharge you have experienced should not happen. It is either:

a) Really just the static discharge; your static charge has discharged through the TV, via the HDMI pins / shell

b) You have ground pins of your mains 120V AC outlets sitting at different potential (check this one!) I presume that you have used at least 2 different mains outlets to power up your TV and receivers? It is also worth checking potential difference between neutral and ground on all the power outlets in your house; neutral-to-ground voltage difference should be very close to zero.

You could try to call Toshiba Service; explain to them the blue LED blinking sequence - they may be able to pin-point the fault.

There is usually only one fuse on the power supply module, straight after the mains connector, but that fuse is ok because you can see the blinking blue LED. There are also many little fuseable links / resistors - It could be that you fried one of them, you'll need Service Manual for this one....

At the end it may be only the case of few fuseable resistors / links that are fried, but no one fault finds modules to this level any more - it is just the case of a quick and very expensive whole module replacement these days....

I just fixed mine Toshiba 42HL196 problem with 3 blinking red, power was not on issues...

On the power supply board oem#75002913 <= (google this part #) try to locat THE 13pin IC (Q860) part number STRZ4479 this IC is dead .. replace this part will get your Toshi TV back to live. There are 2 more parts labeled as Q880 p/n STRW6765 and Q820 (SRX2039) also might be in question.

If you know how to soldering you can get these 3 parts replaced and retore this tv back to normal. THESE ARE 3 POWER REGULATOR IC's controlling poweron your entire of tv..but most of the time the issue is on the 13 pin IC. Swap out this one first then power on tv to see what happens .. Good luck!!

the fuses can be found on the small power supply pcb right bellow the main power supply board 75002913.
