The simple answer is that Onkyo did not design a web control interface.
The more complicated answer is that there are a few folks who have tackled this problem, developing applications to use ISCP (the protocol that the Onkyos utilize) to control their receivers.

Start reading. Experiment. I don't have the link handy, but there is a blog out there from a German programmer (it's written in English), who developed a pretty nice little app that is extensible to use the newer ISCP commands.
