Addendum: I'm off today with nothing better to do, so I disabled CEC on both my AVR (V867) and my televisions (Panasonic and Sony) and tested whether multichannel will be achieved in the AVR when it's set to send audio over HDMI to the TV. With the following parameters, Dolby Digital is displayed on the AVR's front panel and on the television's screen through AVR's OS menu:
AVR: audio over HDMI enabled (both outs), CEC disabled, "straight" processing, latest AVR firmware;
Panasonic: Audio set to allow through tv's speakers and CEC disabled;
Sony: Same as Panasonic;
Source: Directv;
Programming: Some show with a Dolby Digital soundtrack.
Clearly, with my setup, I'm achieving multichannel in the AVR with audio set to be sent via HDMI to the televisions, even without CEC activated (which makes my initial reply incorrect). I'm hopeful that someone will be able to explain this behavior, because I can't. Are results dependent on the model AVR, firmware update, make of television, or what?
