Very strange. ClownBD should definitely find forced subs in The Tourist. (Note, this is not true for every movie with forced subs.)
Have you upgraded your BDSup2Sub to a newer version than included with ClownBD? When I did this, it silently broke ClownBD's automatic forced sub extraction. Evidently the command-line syntax changed? I'm not sure what happened, but when I switched back to the older version it started working again.
If all else fails, you can manually run BDSup2Sub and extract only the forced subs. First make sure you have the export format as SUP(BD), then on the menu do File->Export, then check the box for "only forced subs".
