Your Brightness at -4 is going to noticeably hurt the shadow detail. That's why it reduces the pulsing almost to non-existence. The more luminance detail at the lower end available the more succeptibility there is to pulsing.
I am wondering at that Backlight setting of 8 - sounds like a setting for a very bright ambient light environment. Even the 0 standard is not black enough for me for my normal viewing environment in Local Dimming mode. I found that IVC Low hikes the black level up. For IVC Low I set the backlight to -11 as a pulsing compromise, but the Standard Backlight has the minimum pulsing.
As pointed above, reducing the contrast will also help, though 23 is pretty drastic
