While I don't doubt you at all, it's possible others will fail to replicate this. NBC comes to people across dozens of cable systems, satellite providers, OTA channels. The effects of compression, transcoding, et al. on the signal might well be a tipping point for the pulsing. As might the specifics of your set top box.
Therefore, you might see this every day and someone with the exact same settings might see it never. That's part of the diagnostic challenge and is a reason why I've recommended BluRays and a known player as the testbed.
