I would really suggest a trip down to the "remotes" forum section.

That is where you will find good advice on universal remotes, but also leads to good places to buy them.

IR only. The Harmony 890, 895, 900, 1000, and 1100 are the only RF Harmony remotes. There is also the new Harmony Link which I guess you would consider RF since it uses your phone/tablet's WiFi.

Does the OP even want a universal remote? Or are you just looking for a good MCE remote? Once you factor in ~$10 for your USB IR receiver you are left with <$30 for your remote.

I'd get the HP Media Center IR Receiver from eBay and pair it with any universal remote that you can afford with the money leftover.

I'd go with the HP one, second link. However, neither of those should be considered "best". They'd get the job done and are cheap. If you are trying to control a TV and AVR then you'd be better off with a universal.
