Q. I am already an active member in an Xbox LIVE Update program, why can't I see my program information?
A. If you are already and active member of an ongoing program, you are likley seeing this page because you've navigated to http://connect.microsoft.com/xboxliveupdate and you are not signed into the Connect Portal with the Windows LIVE ID you used to register into the program. Please Sign In to access program details.

Same here. I'm thinking that it's a placeholder and the registration link will show up later. I was in one of the last test programs (the bigger disc capacity one) but I doubt that will automatically register me for this one.
A lot of times they will do two updates for the big dashboard update. The first will be just getting some under the hood stuff taken care of, kind of prepping for the update. The second will be the visual changes. This allows them to keep the downloads smaller and installs quicker.

I called Microsoft Customer Service today and asked what yesterday's update was about. Like you said, it's the 1st phase to get the console ready to the major update in November. He said if there are smaller bugs, it's easier to fix them first before download a big update.
I think this is a good idea (except pirates and modders). Not sure if Sony is doing that yet on PS3 firmware updates because in the past, Sony simply made a huge update to PS3 firmware with a lot of bugs.

And let's not discuss the mess of updates that is the PS3. I think they'll get it right with the PS4.
I remember the last dashboard update I got in early, and swore I would never do it again.
There were updates almost every night of the public beta, so when I wanted to play a game I would have to wait for a 10 to 15 minute DL/install. If I only had an hour or so to play that night, it was aggravating.
ok it let me do it this time. this is the first time it didn't ask for technical information. just gamertag. I saw on the FAQ they are doing it a different way this time.
For those still trying to get in on the Public Preview Beta, registration is now closed. This is the first one I have missed. Typically they only take registrations for a few hours. Oh well. Guess I will wait until November to see the goodies.

After initial registration to Microsoft Connect's website, you needed to submit a survey. After the survey was complete, your Microsoft Connect "Dashboard" should have looked like this...
