It's not like they'd be using any of those assets or even those same design layouts. The Los Santos in San Andreas will not be the Los Santos in GTAV. At least, no more than Liberty City in GTAIII resembled Liberty City in GTAIV. As a native of the area, I'm stoked to see it return.
That said, it would have been nice for them to take a bigger risk by going somewhere completely new. I think Chicago and Miami are too "loaded" historically and culturally, not to mention they've already been done in video games and in this series. Imagine, for example, that they had chosen some place a little more relevant to the current recession (which does seem to be a theme of this new game).
Detroit would have been a perfect choice IMO.

The trailer looks like it's using in-game assets, so it's clear they're at least thinking about it. It's a familiar location to those in the LA area, so it'd make sense. Also, it makes an interesting connection to the current corruption in clean energy projects and government grants. Seems to fit with everything else we've seen in this trailer.
