I figured I would post the solution, in case anyone runs into anything like this in the future.
When he bought everything at BestBuy, they sold him one of those new Power Saver power strips...the ones that turn off outlets when the main outlet senses the equipment plugged into it is turned off. The TV was on the main outlet, and when it turned it off, it turned off all the other items...as in full removal of power. This caused them to reset themselves to factory default after not having power for a bit.
When the power strip was replaced by a normal, run of the mill power strip, all the problems went away.
