Your association can not legally stop you from having an outdoor antenna. This is based on federal law. For details see: http://www.fcc.gov/csb/facts/otard.html
and do an HDTV search here at AVS for 'homeowners fcc'. You'll find a ton of info.
As far as the type of antenna, a UHF/VHF directional yagi is usually a good solution. Radio Shack has the VU-190XR, typically on sale for about $50. It's 13' long and it's what I use to get the Toledo stations.
To take a step up, look at the Channel Master & Winegard brands available from: www.starkelectronic.com
Stark also has a wealth of basic antenna info.
Also worth investigating:http://www.antennaperformance.com/http://www.wade-antenna.com/specs.htm
and the broadcasters choice:http://www.blondertongue.com/
You will also probably need an antenna preamp, of which the CM & Winegard are popular choices.
