That's not exactly an accurate statement. It's a $9.99 add on if you have Windows 8 Professional, $99.99 if running Windows 8 (not Professional). If the extra features of Windows 8 aren't of interest, then the upgrade cost just to get WMC is a bit steep as you're forced to go to Professional to get it, but it's not fair to say that WMC is a $99.99 extra.
