Is MadTPG frozen with black window?
Disable Error Diffusion in MadVR settings.
MadTPG currently not working with ED, only with Random Dithering.
looking at the grayscale chart, your color temp is very high, 7500k+. if anything blue should be the bias you see in the white patterns.
why not put your meter right on the screen? is there any light in the room? this could affect your readings more so than if the meter is against the screen.
are you using a meter correction file? or a ccss file? be careful with which you select.

I will recommend putting the meter right on the screen, and selecting refresh display for the type. If you did not select and correction file when you chose your meter you should be fine. Be sure you have selected the REC 709 color in the advanced menu. Also if you are using a BluRay or DVD player as a source, be sure it has no "enhancements" enabled. The same goes for the user setting on the set, things like Dynamic Gamma etc. You should also chose a warmer color on the set, not sure what is in your menus, but I'd bet its set to dynamic or something. Pick the color temp that gives you the closest grayscale to D65 then adjust from there.
D65 is what you should shoot for. If the picture looks too red it may be your meter is out of calibration. Whites should look white. If at D75 they look yellowish there is either something wrong with your HCFR configuration, or your meter. If you know someone with a reference meter you can profile your meter. Failing that maybe you can borrow a meter to see how much difference you see.
You are not using the light diffuser are you? It should be swung away from the front of the meter.
the HCFR version would not make a difference in your case. if the picture is yellowish at D75 (which would be closer to bluish), and reddish at D65 (pure white), you will have to double check the settings you are using in HCFR, and if all is ok there, verify your meters calibration against another known meter.
