Rage Outside Texture Loading Issue

Just wondering if anyone has this problem. The game runs fantastic on my gtx 460 and i7. When I am inside and I go outside, it takes like a whole minute for the outside world to fully load. Anyone have this problem? Or is it just poor optimatiztion? Heres my video below. After about one minute of being outside the game run perfectly smooth
