When it happens it's usually darker scenes or darker areas of scenes. I thought dithering you could still see moving around when you pause the TV?
Unfortunately it's the best shot I could get of it, but it's a lot more representative than the pictures I tried to take with my DSLR that blew it way out of proportion.

You should set your brightness with a pattern and leave it alone. I'm pretty sure that's just dithering you're seeing, nothing out of the ordinary really. Using low brightness is going to crush lighter shades into black, that's why it's reducing the effect when you do that.
