Yeah, I thought for sure he'd get attacked by the assassin and Sara would swoop in to save him, then
reveal herself. Would have been more dramatic. But I guess they only had the budget for one more climactic fight in the clock tower room. Hey, it's the CW.
And why couldn't she reveal herself to Laurel and her mother, with the same caviotte she did with her father (I'm disappearing again; don't look for me)? What diff would it make if only one or all three know she's alive? She's already told the assassins to stay away from her family. I know, I know - drama!
What's puzzling to me is that Oliver was so surprised to see her alive again, like he didn't even know she had survived the shipwreck, yet the final scene shows her beating him up on the freighter after a few months of evildoer indoctrination - the amount of time Ollie had spent on the Isle o' Doom
