The window, and the actual down time are usually two different things. IT professionals leave more than enough time to fix a big problem if something goes wrong. So while they slated 12 hours, they realistically only needed 4 and had it back online shortly.
Whats odd to me is they're doing it at peak play times in the US. I know their share of the market in the US has tanked, but so many young people are on US time as it is, it's weird. Especially since we know the regions are semi-segregated (remember how it was turned on by region after the outage?)
MS does the same thing with Live regularly, but it's usually between midnight and 12pm, when it'll hit the least amount of users.
Guess sony doesn't want to pay overtime to their non existent IT group.
