Im not sure if this is possible. Can an IPAD 3 watch/stream content from a Windows Media PC with a CentonCard TV tuner through the Xfinity App from Comcast. Is this possible?

Many ISPs apply a copy once flag to some or all channels, which is basically an extra layer of DRM that will make doing this impossible. Whether or not channels have copy-once flags depends on the ISP and region.

No the way you are asking it can't. You can use Remote Potato on the HTPC and from the app store to watch recorded TV on your iPad.
