Up-sampling Vs Down-sampling

I'm not sure if these are the correct terms for what I'm talking about but I have an 88.2 kHz file that foobar won't play (for whatever reason; either my video card doesn't support it even though it'll play all the way up to 192 kHz, or it's an issue with WASAPI).

Either way, I figured the quick and dirty solution was to change the sample rate. So I was wondering if there are any negative consequences from changing it to 96 kHz just so that it's playable on my current set-up? Would I have any reason to use a lower rate like 44.1 kHz or 48 kHz? Mind you, if I'm honest with myself, I probably can't hear a difference between 44.1 kHz and the higher sample rates...

Oh, and if anyone has any insight as to why foobar won't play my 88.2 kHz, please share.

I would suggest to find and fix problem with playback chain. You always can change sampling rate, but keep it at Nx of original. It means conversion like 44-88-176 or 48-96-192. That way you minimize changes to the record. Any sampling rate can be converted to any other, the question is how much it changes an original sound.
