Does PQ depend a lot on the reciever?

I live in San Francisco and have Comcast. using a Motorola DCT 3412 I DVR, which I would guess we've had for 3 or so years. I bought a Panasonic 50" GT30 last year, and it has never looked decent on broadcast TV... even the HDTV channels look like they could be a little crisper. Could the box I'm using part of the problem, i.e. Garbage in, Garbage out?

Turn the box off (tv on) and press the middle button just to the left of the lcd display (menu?). Check the display setting is set to 1080i. I think that is the highest output for this box.

It's set to 1080i. Just didn't know if a newer box would have a better tuner.
