Handbrake (freeware). Has presets for different types of outputs. Or, for paid software, DVDFab.

I wouldn't rip BD content at all for your tablet. You won't notice any PQ difference unless it has an HD screen, which I doubt. I would just rip SD content with Handbrake. It will be much faster than ripping and downgrading BD movies.
